I had a thought while driving to work. Tell me if I'm crazy! Now, this is assuming that a one in 10 million risk seems worth protecting against - it's not practical at all.
I was thinking that if a person lived in an area likely to be hit by a hurricane or severe flash flooding, to purchase a brightly colored life jacket for the dog and mark it with
identification and emergency contact information.
I'm not sure that there is always time to put one on the dog, but in a city that is nearly completely flooded and from which dogs were not allowed on evacution buses, it could have been fluffy's only hope for survival.

I think it's a great idea, Anne. I will add that to my preparedness list (which has been much updated, thanks to this forum over the last couple of days).
It IS practical, IMO, for people who live at sea level and/or who live in the part of town that would be flooded if the river overflowed (me, both: on the Pacific and three blocks from the river, not to mention on the faultline). As prepared as I think I am, I have still seen that someone with no warning or someone with more than one dog could definitely be caught flat-footed.
Ed's post about insurance updating and all the other posts about being prepared with animals have been very useful, and so is this one.
