Exactly what tests did the vet do? Does the dog have apparent pain? Any seizures?
Was the ear debris examined under the microscope?
Was there a thyroid test?
Does the dog have any inflammation inside the ears?
Between toes? Inflammation there?
Are you saying that the dog is 8 months old and has been itchy the entire time?
P.S. This actually is a hijack, and so is annhishmen. The O.P. seemed to have a plan of action in place, so maybe she doesn't mind, but with three dogs' health challenges on one thread, there is going to be confusion and lack of correct info. It will be much better if you both start new threads. Thanks.
I didn't mind the hijack, but I love having separate threads for future reference for if/when you may need to search for the problem for your dog or their dog.
Very rarely is she itchy, and its rather mild when she is. Mostly after a long day of tracking and OB in the grass field.
On the few occassions she does get itchy, Benadryl seems sufficient to get her through until it clears her system again.
Mostly though, prevention (washing paws/undercarriage) seems to be the key. It also appears that her tree pollen allergy is the worst.
I suspect in a milder pollen season, we may see little to no allergic response.

I went for too many years believing the ridiculous idea that it was crucial NOT to wash an itchy dog often and "strip oils."
Thank heaven, I read Dr. Messonnier ( http://leerburg.com/971.htm ) and had a lightbulb moment. I was letting the dog drag pollen and other allergens around, to be breathed in with his every breath, to be deposited on his mats and bed and the carpet, to be always right there on him.
Nothing to do with contact allergies (pretty rare in dogs), but everything to do with not carrying allergens inside with the dog.
I keep a pan of water by the back door to walk through in the worst seasons and then a thick towel to walk on.
