Considering that he was outside of his own department's jurisdiction, and that there is no love lost between DOD Police and most other LEO Departments...

Its not that they're tolerated Will, but they're always broken up with less then lethal means. Dogs get bit, people get bit. Some dogs get banned. I'm really not going to try and defend dog parks at all, I'm only trying to make the point that the location of where this happened is critical to this guy being completly wrong.

I guess that I just can't wrap my mind around the idea of taking something that you love and care for into a possible threat situation - You have to depend on other people to control their dogs, and I find that the general public does not do this well.

seems to me though waking into a 'dog park' carries much the same known risks as walking into a baseball park. Flying bats, foul balls, broken bones fighting over home run balls, etc. It's all the same.
Walk into a dog park, don't be surprised if a fight has to be broken up, or another owner doesn't have control of their dog (that is after all why they're there. They have no control).

Some wounds on the GSD would go a long way towards providing some evidence here, instead of the "he said she said" that's going on....
I'm going to wager that was the purpose of sending a crime scene unit to the park to investigate: identifying the sources of the blood on the ground, and determining if any came from the GSD.
I can't see any other possible reason to waste tax payer money on crime scene analysis, since no one disputes that the dog was shot, and by whom.

I assume from reading the thread though a dog was shot for attacking another dog in a known free-for-all zone.....Great just great.

And I agree with Ross. If this was a common citizen, he would have been booked and charged as a felon. If for nothing else because you have to fit very particular criteria to get a CCW in MD.
