Tape the ears as shown on the website and after you do that I think I'd find a new vet. the vet that told you that taping wouldn't work isn't the same one who would benefit from surgery is he? hmmmmmm...
putting a 6 month old puppy through surgery for a cosmetic issue that will likely be corrected with proper taping is a waste of money and unfair to the dog.
Our family vet, the vet who said the arrow's ear probably wouldn't benefit from taping said she would not perform the surgery as she wasn't doing cropping, docking or asthetic surgeries unless it was really warranted. She said I should find a vet who has a speciality in ear work as she lacked the skill to ensure success.
The company that makes the ear insert recommended a vet in Scottsdale. He told me he wouldn't even look at Arrow until he was at least one year old and the surgery wouldn't be until the dog was fourteen or fifteen months old at a minimum.
Our vet is performing all the veterinarian work at cost for the puppies as they are being donated (even Arrow as he is going to a wounded warrior). To date she's laid off a couple grand and we're not done.

It's up to you Red. You can just wait and have the surgery or you can spend a couple of bucks now and try taping.
Personally I would walk around with my ear taped if it would spare my dog the trauma of surgery and my pocketbook the pain of paying for it.
Cindy is one of the most experienced dog people I know and if she feels that the ear has a good chance of standing I would pretty much take that to the bank.
The clock is ticking on taping becoming effective though.
