Imposing a pack behaviour on a comunity of people is pitifull in itself, other stages of behaviour call for a law suit, and show negligance for U.S.A constitution.
Showing and expressing exagerated ksenofobic, agnostic, incompetent and sadly incontinent behaviour not mentioning bad language. Cinologie in Europe and people who deal with it either proffessionaly or part time are much ahead of what is discussed here.

I get this image of a decoy in a full body suit with an enormous codpiece stuffed full of hot-dog bait, or a jute jockstrap on a bungee cord. You could probably make a really successful "reality TV" show out of it.
It is sad that you all find what Dimitrij said about ball biting dogs as a joke,the joke is really on you as this is becomming common practice in Europe for Drug dogs as a method of protecting the dogs from attack.
Before you treat people as idiots,check that what they are saying is really a load of rubbish,just because nobody in the states is doing it does not make it impossible.
Perhaps the fact that most of your PSDs are imports from Europe says something.

Give places where this policy exists among the administration of policed canine programs and the training protocal for such behaviors.
Who said anybody did not believe this was occurring. I just thought is was a funny and worthless practice. He even sent me a picture of a helper taking a bite in the groin along with the training steps necessary (If anyone wants a laugh send me an email and I'll send you the picture. I will not send the instructions for obvious reasons).
