Glad to hear you were able to confront the owner. Hopefully he will make some changes to keep his dog contained now. It stinks that the city has not been of any help to you.
I'm afraid I'd be spying on that house all day, waiting for a chance to talk to the landlord. If nothing else, make him understand that his fix to the fence has to be rhino-proof.

He seemed very nice and genuinely concerned about the situation, I am guessing my husband standing 30 feet away with the baseball bat helped things seem more serious.
When I was a college student there was a neighborhood pit bull who used to roam about. He loved to hang out at my husbands place (we were dating then) where there were 4 guys and tons of pizza crust. Kids called him "Jaws", we never knew the owner, dog was super cheery, probably only 8 mos old.
Dogs who roam get lots of negative experiences with people chasing after them, throwing things, etc. This might bring out the worst in a dog.
I hope the young man who owns this dog can figure it out. Might might be a real nice dog, just needs to stay at home.
