My dog has what appears to be dry cracked and bleeding skin on his tail. A little bit of dryness and hairloss on tail and the bleeding is on the tip. He had this before and it went away.
Any comments on what products or supplements I can use or do I need to seek veterianrians help.

There is also a sebaceous gland at the tip of tha tail, and there is such a thing as Granulomatous sebaceous adenitis, which is a disease of sebaceous (sweat) skin glands, and which can cause hair loss as a symptom.
So your question about whether or not you need a vet: I think you do need to call and discuss it. These URLs will give you the language and some insight into into possibilities, if you want, before you call.
I recently read fleas can cause this. I will definately look into it. I have never really had a flea problem that I knew of. Especially up in northern ny where it is winter9 months of the year.

Absolutely, in which case the dog would (almost certainly) be biting at his tail because of the itching.
