This is why I am against over socialisation of puppies Those (group things)are the worst,Not saying this happened in your case. They get so focused on other dogs, and then it is battle tying to win back the dogs attention, he could be going through a hormonal surge, trying to get him to listen while the hormones are raging it is going to be difficult,what age is? I would crate him and only take him out for training, he is obviously got into the habit now of just pulling so no matter what you do,or how many corrections you make he will still head for the the other dog. You need to change your behaviour, don't walk him around so that he can see other dogs, keep him in a crate at training, and if you do nightly walks change to the morning early when you are leat likely to meet another dog. And do obedience, working only on getting him to focus
on you, use his love toy/ food whatever excites him and praise praise like crazy when he makes eye contact, trying building it up from 5 mins until he can keep his attention on you and see you as the next best thing, in his life!
