I have tried Bil-Jac frozen food, the Kong liver paste, bits of turkey dog, dry kibble. My GSD cleans out the inside of the kong in about 5 minutes. Anyone got a Kong stuffer that will last awhile <img src="/ubbthreads/images/graemlins/confused.gif" alt="" />
Peanut butter works well but the trick is to freeze the stuffed kongs. Have a few on hand so you can keep them in the freezer. It's less messy that way and takes longer for the dog to clean out the kong.

i layer my kong.
rollover bits, then cheez-whiz...then kibble then more rollover.
But, I did have a little bit of a problem one time with putting cheez-whiz or anything of that consistency in the Kong first. It covered the little air oil that is on the opposite end of the Kong and my dogs tongue actually got stuck in his Kong. The hole was blocked so the Kong suctioned onto his tongue as he was trying to get out the contents. Luckily I happened to be around and could dislodge it. I don't know if it was a one time thing and I am sure he would've been able to get it off on his own, but it made me rethink the whole Cheez-Whiz in the Kong first thing. I do still use it, but I put it in the more in the middle so that the chances of it blocking the hole are slim.
I pack my Kong pretty tight, but it still only takes Tucker about 10 minutes to empty it out.
We have alot of success stuffing our kongs with artemis lamb rolls or Natural Balance's lamb or turkey rolls. The lamb rolls are the perfect size to squeeze into a large kong and we cut it width-wise in half to squeeze into a medium kong. It's nice because it's not as soft like peanut butter they can lick out, not as hard as kibble that can fall out easily, but soft enough that you can squeeze the roll in there and not have it fall out too quickly.
I shove in dog treats and then put in a nylabone. It takes her a while to figure out how to pull it out.
