Jamie, I also thought of neutralizing the base with an acid, such as vinegar (acetic acid) but the reaction does yield lots of things that the dog absolutely does not need. pH would be the least of the concerns with that method.
When in doubt, follow the recommended procedures listed on govt and chemical websites and NOT hearsay.
Gavin, how's your Clorox terrier doing? I certainly hope everything's well. I hope you were able to see a vet today or at least tomorrow. A follow-up is very important after something like this.

exactly the reason i kept my mouth shut and fingers crossed when i saw the original post. i'm not a vet tech, a paramedic, or a doctor by any means, so my ideas are better kept squelched.
i'm personally hoping it's just a burnt tongue and nothing worse. poor puppy.
Ok Here i am after a sleepless night. She is a ok. She is bouncing around like normal. I checked for burns and there were small spots on her tongue. We were lucky and spotted it straight away. We gave her milk and bread. The milk helped to cool the burning down and the bread help soak up any bleach. She slept beside me in the bed (something i never do but i taught i needed her beside me). Brought her for a little ramble this morning and she is fine.
Wasnt going to go to the vet but taught it better to be safe then sorry and the vet said i did everything right. But would never have taught of the bread.
I really must thank you all for your help. Im not one for panic but i must admit i freaked a little. this dog means the world to me.
Thank you all again
Amber ,I never thought you were yelling at me, so I odn't know where you get that.As for the blonde comment that only applies if I was a bleach bonde and I'm not. All natural baby...
As for why they had told us why not to use water, I just asked my husband if he remembers why and he doesn't either .We were in a panic at the time and I remember thinking we can't give her water, only to rinse her mouth? but for the life of me I can't remember why.I will however ask my neighbor(he's a paramedic) cause now I am curious as why.Wish I could remember but it's been a year and boy my memorie is nothing like it used to be.
But like I said I dont know that for humans and dogs it's the same treatment for that.

I apologized on a "just in case" basis since I had used all caps and that, in type-speak is considered yelling!
And the blonde thing wasn't directed at you...I forgot you were a blonde actually! It was just the only reason I could think of for mixing bleach and peroxide!
