not to sound moronic....but all human dehydrated food i've rehydrated w/boiling water (mmmm, backpacking food). i presume the same is true of dehydrated raw food for dogs.
does this cook it? this would be too little to matter if it does?

I have some freeze dried raw food (N-R-G?) I keep in my ready pack in case I have to unexpectadly overnight in the backcountry with the dog.
I do not have a stove in my ready pack. The manufacturer said it is fine to use cold water, understanding it would just take longer to rehydrate. So you CAN use cold water if you don't want to add heat, or if you are camping and don't want to use fuel on dog food (I know you backpack a lot).
PS- I think boiling water would cook it a fair bit.
