I just moved into new house lately, and the whole first floor is covered with ceramic tile, at the corner there's stairs leading up to the second floor. which is covered by carpet (including the stairs).
Can anyone teach me an effective way to stop my puppy from going on the carpet, even if when im up stairs. thanks a lot.
Any dog or puppy that is not housebroken needs to be supervised 100% of the time. If you cannot supervise, then he needs to be in a crate. Take him out every 30 minutes (shorter period for young puppies) and use a potty command. Praise and treats for going outside. Carpet or tile should not matter, no peeing in the house.

100% consistancy. If the dog touches the stairs, he is brought back down again. ALWAYS, EVERYTIME. Dog never has a chance to go upstairs EVER. This means lots of set ups and paying attention in the begining, and keeping it blocked off when you will not be around to enforce the no dogs upstairs rule.
Reward the dog for staying downstairs, remove the dog to downstairs at the earliest posible moment if he tries to go upstairs. If your timing is bad, or the dog is allowed to creep upstairs when you are not paying attention, this will take a lot longer and not be reliable. Anticipation, timing and consistancy are key here.
If you do not have time to be consistant, get a baby gate.

What Jenn says 100% .. I'll add since the dog is 1.5 yr no reason NOT to do setups with a prong and a long line using 2 people for the setup so there is no mistake.
