I have purchased the correct videos and have been trying to follow the correct steps in training our puppy to not use the crate but go outside instead.
I am not sure if it is because I am doing it wrong.
I have tried treats and walking her for long hours to see if she would go outside.
She does not want to. She holds it and then comes home and goes in her crate.

Was this pup "trained" to go inside from being in a kennel and not taken out?
I would set aside enough time (weekend?) to take the dog out and STAY out with her until she goes, and then throw a party, marking it and rewarding. Repeat.
She needs to be set up to go outside and learn how excellently that works out for her.
How much room does she have in her crate? Does she just have enough room to turn around and lay down? If she has more, chances are she's using one end of the crate as a bathroom and the other as a bedroom. Partition it off, and she will not pee where she lays unless she has a medical condition or her litter was kept in dirty conditions.

If she's young, she needs to go right when she gets up in the morning, shortly after eating and shortly after playing. And anytime after she's been in her crate for a while. Follow the suggestions from Connie and John and make sure that you change the padding(or whatever you have down in the crate)so that the pee smell isn't in the crate.
