A dominant collar or (slip collar) will work better in conjunction with a prong rather than a flat collar. It sounds like she needs better proofing more than anything. It would also help to get her to stop staring and fixating on people or animals she is going after. Give corrections sooner too, try to catch her sooner.
A martingale would also be a good option to graduate to as she progresses.
You should be using a dominant collar with a prong anyway imo. I have had prongs break and pop apart when a dog would lunge or gave a quick snap.

i do use a dominant dog collar with the prong.
she had really improved with the staring etc - in the past she only ever tried to attack if she was close to another animal (solution - she isn't allowed close to other dogs other than luc), and she focused on me well if another dog was nearby or someone was walking past.
last night, i gave a correction as soon as she broke the down (as she was doing it pretty well), but a correction on a flat collar means nothing to her. i've learned to get the timing down fast and well with her, as she will escalate on a late prong correction.
as a note - she was walked on the prong this morning, we met 3 dogs, and she behaved herself with all. no problems w/people either.
