A good evaluator will know right away. The first time doing muzzle work before the dog knows the game (really dangerous for the decoy) will help you tell too. The hidden sleeve thing is a problem too, the good dog will bite whatever is available, could be a nasty result.
I'm not so sure it's a good idea for people to put on the internet that they're training in bitework, a lawyer in a lawsuit will most definitely find it and use it against you, JMO!

I like all the discussion on this topic. I agree with nearly all that has been said. I trained protection dogs for a few years and could only say that I was 99% sure those dogs would really bite and protect the handler. I then took about 5 years off from the personal protection dog realm and started assisting some trainers with Police Service Dogs. It was really refreshing to see that the methods I used (mostly leerburg) translated into many real bites for the police dogs I trained. My thought is that unless you have trained dogs that have real bites in real scenarios you can't say for 100% surety that your dog will perform and bite in any given scenario. The best you can do is say that through your training (hidden sleeve, muzzle, civil work, etc...) that your 99% confident your dog will really bite and protect you when needed.
