he is friendly with them-they groom eachother, sleep together, etc, and he doesn't actually chase them.
He just divebombs them.
He will be sitting on the couch, or even on the floor, and at least seem asleep. A cat walks by-and bam-sneak attack!
once he gets to them-it is all friendliness and licks-but man-he goes through times where he is diving them right and left. When i tell him to knock it off-he does-for a while....
the cats don't mind-or at least, they don't even try to run. Usually, they will hit him back.
Is this just playing, or do i need to be stopping this behavior?
(he does this with my other dogs too sometimes-followed by much barking, but more playing, he's not being aggressive, just barking because they are making noise wrestling)

I think unless the cats really mind it I wouldn't discourage it. Little dogs have a hard time playing with things unless they are a similar size. If you find it annoying I'd try to redirect to a more acceptable form of play.
My little rat dogs love to Nascar on the sides of the sectional sofa which is a no no (mainly because I'm concerned about them banking off the couch and breaking a leg.) so I've been trying to redirect them to a tunnel I've put along the back base of the couch. Same racing behavior, different area.
