I've never owned horses, but have actively ridden in various disciplines my whole life - horses are my first passion. However, for various reasons, having a horse of my own has just not been practical for me - so dogs have filled the gap of having an intelligent, trainable and enjoyable animal partner to share my life with (they just don't require the same space and resources...).
I'll also point out that I don't think it's just GSDs and horses - MANY dog lovers are horse lovers as well. Some breeds pair better with horses, but stables are commonly populated with at least a few good natured "barn dogs", of all different types. In Vermont, where I grew up, I don't think I know of any stables that I trained at or visited that didn't have dogs... they always just seemed like they belonged there (there was a thread a week ago or so about the dangers of allowing horses and dogs to mix, though I think it is possible to responsibly keep them closely on the same property, as long as you know the risks).
For me, it's like Peggy said - I have a much more open heart for animals than I do people, and dogs and horses both share a beautiful mix of wildness and willingness to please - they're just two great animals.
Most horse owners have corgi's. At least that is my experience at the horse shows. We show American Saddlebreds and Morgans as well as Quarter horses. Ywo very different show circuits but always a corgi can be seen on the fairgrounds.
