I have a 17 week old Bittany mix. Last night I was really proud of the way she was walking on the leash and a few other things we tried and then this morning when I take her out to do her business and eat what does she do but stop look at me and urinate on the concrete. I thought we had got thru that instance a while back. It's been like this the whole time and it seems she does her best when she KNOWS that I have food and a clicker in my hand. If someone could answer as to what age do they learn to untangle themselves it I would be thankful also.

Not sure I would be worried about any of the things you describe at all.
Peeing on concrete? Rinse it off with bleach water and make sure you make it to her "spot" next time to do her business.
Tangling or not walking nicely on the leash? 17 weeks....so what? Learn how to handle your lead so she does not get tangled and have fun with her while she is in the best learning stage of her life.....puppies grow to fast to worry about things that are normal for a pup of this age.
All pups do better when the handler is the most fun in the world and/or with food.

Mike, I apologize for my grammatical errors. I see your two year old female is having problems where she "pees" to.
A problem would be a dog repeatedly not understanding what to do. Me giving too much water and not letting her out in time after holding it for 11 hours, twice in 2 years, is handler error. Nice try though.
17 weeks old you shouldn't be worrying about any of the things you seem to be worrying about. Carol "hit the nail on the head" so to speak.
