Richard I understand now. I do train the call off in the common defination, meaning the dogs gets called off and then returns to the handler. This seems to be the standard in Florida that most departments hold. I have not trained the dogs to either do a come back or watch and bark. What you describe is the way I think that it should be taught. Both have thier place on the street. But however it is not the case. To answer your question in most cases the dogs would be taught by the handler saying "out fuss".
I stated that the dogs were not really biting just for clarity for the people that teach thier dogs that out means let go. To me it would mean let go and stop fighting which would be applied for muzzle training.
