They will pee while we are playing with them in the kitchen, right after we've just brought them in...

I think I get the picture.
You take the puppies outside, and they go potty. Then they play outside for 45 minutes or so. Then you bring them inside and they pee on the floor 15 minutes later.
Don't focus on when they came in from outside. Focus on when the last time they actually used the bathroom was.
(This is a little easier if you take them out apart from one another. That way you can keep track of potty times.)
Alyssa is correct. When my puppy was that age I took her out every 2 hours.I never left water or food down for her to free feed.
Every time she got a drink of water she had to pee, even if she went out an hour ago. Every time she woke up from her nap,I automatically took her out to pee. Puppies , if they are on a feeding and watering schedule, will have to relieve themselves approx. the same time every day, so take note of when they go. Making a chart with the date, time, when you feed them , give them water, and take them to the bathroom can be helpful.
When you take your puppies out to pee do you stay outside to praise them when they go? I would take them out to pee on leash to the same spot every time,I would not allow them to run freely and play around. I always give my dogs a command such as hurry up or do your business or go pee,whatever, so he understands the purpose. You should not feed table scraps or between meal snacks except when training. Make sure you are not overfeeding your puppy. Dont give your puppy water within an hour of bedtime unless it is extremly hot outside. I would also be sure they are free of worms and parasites. Parasites can cause puppies to have loose and irregular bowel movements,making housebreaking more difficult. What type of dog food do you feed? Highly processed dog food causes them to drink more water and have more bowel movements. I have never housebroke a Cocker but have read they can be difficult to housebreak.Some dogs take up to 6 months to be 100% housebroken. Be patient.
Thank you all for the comments/suggestions. From what I gather, we are doing the right things, it is just going to take time...I just needed people to tell me to be patient!
