This isn't true. An example is my dog with seasonal inhalant allergies, who is a spring-fall guy. He has allergies to plants in bloom at certain times of the year, just as many dogs (and of course humans) do.
However, I'm not trying to insist on allergies at all. I am just pointing out that nothing presented here rules them out.
I'd get a referral to a derm vet and have the appointment in place for the next time around, which, fortunately for this case, is predictable. I know that it might sound like overkill, but you'll find that many people here have learned the hard way that the specialty exists for a reason: it's a huge area of vet med, and not one that a GP vet can hope to be on top of. JMO.

I forgot to add that with a dog who does experience a sedating effect (especially with Hydroxyzine, IME), this effect is often dose-sensitive. My allergic dog who needs antihistamines during certain seasons does not get that effect, but I have known and owned dogs who did.
I don't love using it, and I use it only as needed (with fish oil and E, of course), but I have been grateful when it did work on certain dogs and kept them from miserable itching/scratching.
One thing I should have made clear was by saying environmental allergies I meant in the house not outside, sorry for the confusion. I have not used any new soaps, cleaners, air fresheners and we don't have forced air heat that would dry out her skin. I don't see this being a food allergy at all because it would never stop if she was eating the allergen.
I have seasonal allergies myself and check the pollen, grass, etc. levels almost daily for our area , but everything has been recorded as no activity because it is too cold for it.
I will ask our vet for a referral to Upenn vet hospital dermatology, since it is in my city.
