Well, that's around 9000 to 13000 IU of retinol. (Beef liver is much higher.) The toxic dose is several times that. Practically, toxicity would be hard to build up to (even though it's stored in fat storage cells and will accumulate in the body) unless you were giving mega-supplements every day for many moons. This is true of most supplements: Given in the food they occur in naturally is hardly ever the O.D. problem. It's mega-supplements.
The dog needs about 50 to 100 IU per day per pound (or 100 - 200 IU per kg), or, roughly, 3000 to 6000 IU for a 60-pound dog. (Some sources give the daily allowance based on per-pound-eaten, but it works out pretty much the same.)
Even though the toxicity amount is very high*, I like to stay around the recommended amounts. How much does the dog weigh? If the dog weighs 100 pounds or more, which I am guessing based on the amount of food you are giving, then I'd probably cut that liver in half and not worry about the treats. I would also not worry about the liver you have already given, because, again, it does not approach the toxic level of retinol.
