I have plenty of Beagle experience and based on how my dogs act and the reaction of the charging Beagle when you whacked him I would guess that he may charge at you again but probably will stay farther back and just bay at you. It's still very annoying but not as volatile as him charging right up to you and your dog.
Next time, if it were me, I would go to meet him with baton swinging and aggressive yelling at him (crazy woman with a weopon). There is a good chance he will roll over again rather than retreat when you get close.
