I just bought a 42" long crate (good for up to 90lbs.) off of eBay for $70 shipped. My pup's sleeping comfortably right now, in no danger to himself or anything else in my house *hint-hint*.
ooohh...I've been checking craigslist, but am having problems with paypal so been avoiding ebay lately.
He's still doing very well, behaves wonderfully, zero aggression.
We were losing sleep at first because all the hounds in the neighborhood were howling at the full moon and he just had to join in with them...all night...:p
But he's relaxed now and we got our first full night of sleep last night. He would make a very well mannered indoor dog and if it were up to me he'd sleep at the foot of the bed every night.
So, I'm just gonna ask the really obvious question here...
Why in the hell do you want to keep this dog?
Clearly, you are neither equipped nor experienced enough to handle this dog.
Email Ed at frawley@leerburg.com
Ask him if you can put an adoption notice up for this dog.
Find him a new home, before the dog is attacked by a neighborhood stray, or the dog bites someone and has to be destroyed (a former PSD won't get a second chance... it'll be immediate euthanasia for him, even if the bite is minor.)
I still want to know how they deprogrammed the dog.
How long is the tether (tethering may not be a good idea, but it is what they are doing right now, so I am curious as to how much room this dog has to move).
My kennel for my Lucy (10' x 20' x 6' cost 500$ with a roof and tarp. You can get less expensive ones that are 8 feet tall and have a roof. You can put that boy out in a kennel in the yard and on a long tether for working him in the yard.
PS WHAT were the deprogramming instructions?
Chaining this dog up all night and most of the day (IF that is what you are doing) will drive a dog (maybe this dog) mad.

Edit reason: Everybody posted before me.
Bottom line is you should not have taken this dog. I don't care what the bite problem with the dog is - it should not have been given to a novice dog owner with two small kids.
This is no such thing as DE-PROGRAMING a police dog. Whoever told you this either lacks experience or is a fool. You can retrain a dog but not if you're a complete novice. And you cannot learn how to do this through a web forum - not mine - not anyone's.
This dog is beyond your skill level and frankly a danger to your family. Call the department he came from and tell them you want them to come get him.
