I know that a neutered male is still capable of performing the act...but will a neutered male mate with a female that is NOT in heat?
The reason I ask is that I'm getting pretty sick of watching my neighbor's mastiff mix and pit bull end up tied over and over again. I know that the male is neutered, but cannot tell if the female pit is. I'm guessing no, which is disastrous because the leave her out unattended and they are really stupid when it comes to dogs. The female is also showing increased aggression towards my Cairn Terrier so I have to watch that too...I never let the GSDs out when the neighbors dogs are out because neither of the GSDs appreciate the "stare" the pit gives them. Ah...I get so aggravated with people like this...it is people like this that give pitbull banning and mandatory spay/neuter advocates ammunition.

Usually no. Odds are the bitch is not fixed.
Really though no matter how stupid the neighbors are there is little you can do when no law is being broken. Keep your cairn away from the fence and everything should be fine. Perhaps installing a hedge will help keeping everyone away from the fence line?
I know that no law is being broken...it's just very irritating. I currently have my yard set up into two parts which keeps my dogs away from theirs. Luckily I have a field only twelve houses down the block where they can run because their area is limited in space. Also I just put of some privacy fence around my deck to obstruct the view. Privacy fence is in the future...wish I lived in an area that allowed 6 foot brick walls!
