Cipro and Levaquin (and also Avelox, Tequin, and Floxin) are all in the class of antibiotics called fluroquinolones. Tendinopathy is a "class effect" that is that they are all considered able to do this. Probably the most case reports are for Levaquin. However, it is probably the most used fluroquinolone.
I don't see a problem with topical applications in children but it would only be given systemically if the benefits outweighed the risks.
