I have a 'pushy' 3 year old male, that occasionally gets teathered when he is acting up. You can use it at any age, for a variety of reason & solutions to issues, not just for pups.
Another line of thinking with tethering: a dog trainer recommended tethering my pup to keep her from always following me. She felt that my dog was becoming too attached and needed to know she could be in the house without being be my side. I had shared with her the work I had to do to get Maya to be okay with me leaving her, so I think she worried that she was an anxious dog.
I never did that though. I'm quite okay with having a velcro dog when I'm at home!
