I am reading Stanley Coren's book "How to speak dog" - which helps humans interpret dog behaviour & body position.
It states that a direct eye-to-eye stare between dogs constitute a challenge. However, from what I understand, marker training rewards the pup/dog to make direct eye contact with its trainer.
Eye contact can be construed to be a challenge, which is one reason why you want to train it early. Good eye contact is crucial in marker training; you want your dog to look at your face/eyes because generally it means that you have his attention.
When you are training this, make sure you have a soft expression on your face; you want him to be completely comfortable with looking into your eyes and the expression on your face can figure in to this.
Making eye contact a GOOD thing at a young age will help to teach your dog that making eye contact is not a "challenge" but a way for him to earn rewards and affection.
For you, teaching this allows you to call upon your dogs attention when you need it!
