Linda, This story has stayed with me all day. No one has meant to be mean to you, but our priorities revolve around our dogs. We all make mistakes, but none deliberately or maliciously (at least not the folks who stay around).
I don't believe you are maliciously meaning to hurt your dog, but neither do I think you are considering what is best for her. I hope you give serious consideration to the conditions you are putting this dog in and the expectations you have of her. Could you be content living in your home, never going outside, without a toilet or sink? Think about it. What we take for granted for ourselves and could not imagine living without, we certainly need to provide the equivilant for any creature we bring into our home.

Linda, is there any chance that you could place her with a friend who could provide adequate care for her until you are in a position to care for her properly?
You mentioned that the condo management 'turns a blind eye' to pets. What do other people in your condo do with their dogs?
