This video makes me sick. I am not above a dog being killed with a bullet, there are reasons for it occasionally. For crying out loud though, kill the dog, don't just hurt it and watch it die. It took way too long for him to decide for a second bullet. Those bullets cost nothing, I can't imagine standing there thinking "well I don't want to use any more bullets, or should I?" Animals are animals, the only way they learn to live in our world is by good training and handling, it's not a dogs fault if they are bad or aggressive and can't help their instincts. Never should an animal of any kind have to go through a slow death like this.
For a side note, I didn't read the article so I'm not commenting on whether the dog deserved to die. Just the moron who killed it.
The dog wigged out and bit the catch pole when it was restrained. The officers couldn't safely move the dog with the equipment they had.
I had a Beagle years ago that was pretty laid back but then he would try to bite me when I restrained him by the collar. I wouldn't mess around with a big dog trying to do the same.
When the dog was shot it went down instantly. The "tail wagging" was reflexive. A lethal injection by a vet is not always peaceful and serene.

I'm usually on the side of LEO, when I watch these vids. Not this time, what horrible judgment. Good thing they're protecting us! Oh, and they didn't find any of the drugs they were looking for, because the guy they were after hasn't lived there for 13 years.

Went down instantly, but certainly didn't pass away instantly. Looks to me like the dog suffered for 37 seconds while the LEO stares at the dog.
The dog was shot at 5:31 and went down immediately. Tail starts wagging at 5:39 and the dog rolls. The coupe de grace was given at 6:08...nice letting the dog suffer for 1/2 a minute. I was completely unaware that tail wagging after being shot was reflexive and not submissive or something else
It turns out that the county doesn't have any shelter or animal control officer and are ill prepared to handle a dog like this. Waiting for someone to bring a crate would have solved this problem. The dog was secured on a catch pole and wasn't going anywhere.
The chief's comment says everything, "We don't have an option to let the dog go if it's an aggressive or vicious dog and if we can't load it or get it somewhere where we can put it in confinement, then we have to handle the call right there."
Unless I am missing something, this dog never bit anyone. If every dog that charges and barks, but doesn't bite is considered vicious, they need to make more bullets.
