I have met my Waterloo, and he is Beagle. One of the dogs I am dogsitting is stuck on "howl". I've tried every distraction I could think of for the last 3 hours, including a leash walk. Came back, so did the barking. I am now locked in a bedroom with a fan and tv on, ignoring the noise. How pathetic is this?
A long time ago, my neighbor's dog would do this when his family went on vacation and I was watching him for the week. He barked incessantly(sp?) the whole time when he was outside.
It was so crazy because it was almost non-stop. Our only solution was to not allow him much time outside, except for walks and potty breaks. I've been there Meredith, it isn't fun. Good luck, I hope he stops soon.

So funny to me that the Rescue Remedy worked on this howler! Some swear by it, and others demand their money back. If you opt to use a collar, the citronella ones might be worth a try. I'm getting as good of feedback from them as shock collars for outdoor problem barkers. FWIW, feedback (and personal experience) on both is spotty at best. But Rescue Remedy has a similar track record, so it may be worth a shot if the owner is open to paying for devices you might need... and "shock collar" puts up such a red flag for lots of owners.
Does the dog have a decent food drive? Aaron's suggestion or some variation might be a temporary fix. Does he respond to vocal corrections for even a minute or so? I wonder if this is a recurring problem for the owners, or just feeling out of place that his pack is gone. How many hours per day are you there (from your post, it sounds like also house-sitting)? I hope he shows his hand on his howl triggers! Please keep us updated, something tells me lots of us might have an "ah-HA" from this fella!
