Everyone had to start somewhere.....You are starting TODAY! Good for you. You found the right place to come & learn. Read as much as you can here. There are tons of free articles & you can use the search for more info on the threads. Your dog is young & turning things around, if you follow the plan, will work well. Fairness & consistancy are the keys. Keep the faith, it WILL work for both of you.
I would try to keep the dog away from people as much as possible while you get this 'program' going. You can control your dog, but not what people do. So it would be best at this time to seriously limit any exposure if at all possible. Since eye contact sets this dog off, you want to avoid that & the only way to do that is keep the dog away from people. It won't be forever.
None of us were born knowing this stuff.
There are a few people who have a bit more natural talent, but everyone had a mentor who taught them at least the basics, that they built upon.
I had, and still have, some very great mentors.
More than a few of them are on this site.

So to recap (and questions):
1. I take total control of the dogs life with GW. Can we use a leash as a tether? How long?
2. Train obedience (she actually has the basics down)
3. Avoid people for now (especially eye contact). If we do happen to have visitors do we just put her away and not try with the ignoring exercise at all? If she does start barking at someone at home how do I step in to show her that I am the pack leader? Is there a "technique" that will put her more at ease?
Sorry if these questions sound dumb. Just trying to figure this thing out.
My dog went through a goofy stage around 10 months. He pretty much "forgot" all of his training when it came to humans or dogs. His solution to meeting a new person or being around another dog was to bark like a maniac. So embarrassing especially after all of the harrd work and training. It turned out to be just a phase. After a couple months of strict training sessions in a semi-public place, he finally went back to being himself.
Adolescence is like that. Unfortunately, like me, your dog is in what is just the beginning of an awkward time. Everything counts at this stage. Some lessons may seem completely lost on them, but its vital you stick to your guns. But so rewarding when they give you a tiny glimmer of the exceptional dog they are becoming.
