Yep normal. Tell him "no" firmly and push him away, every single time. DO NOT allow friends or family to encourage the behavior and laugh about "how funny" it is. Do the same thing you would do if he were chewing on your best piece of furniture.

Most breeds should not be bred prior to a minimum of 2 years of age when basic testing can be done for things like hip dysplasia and eye disease. The world does not need any more dogs born to be disabled because their owners behaved irresponsibly in the breeding. The rate of hip dysplasia in dogs is shockingly high.
I think they can physically reproduce much earlier than 2 - but by 2 they can be evaluated for their "breeding potential."

Cats, usually 6 months, both sexes. With dogs it usually runs 6-8 months for males, and females first heat cycle, which can be anywhere after 6 months depending on the size of the breed. Of course that's not a healthy choice, for the bitch especially. . .

Negative... cats are 4 months. I can't tell you how many kittens we get at the shelter having kittens around here at six to six and a half months old because of the 6th month rule.
It's a generalization - No age is ever set in stone as it varies from animal to animal. It can also vary year to year depending on weather, if the kitten/puppy has lived outside, and of course nutrition.
