I used to be an ACO, AC has to enforce rabies vaccinations and license they can write citations if not up to date, and thats pretty standard everywhere in the us. They can't force them to get vaccs that aren't required by law. AC should check on the condition of the animals, as well as the cleanliness, and if there is water present (condition of the animals determines whether or not they are fed). They can force them to get medical care if an animal is in need but they can't force them to do "routine" visits that most of us take for granted. Shelters must provide shade in the summer, and maintain heat in the winter, not create it but maintain the dogs body temp. Would I consider a barrel adequete shelter probably not. Sadly though, animal cruelty laws in most areas label an animal as property, so there are no statutes against emotional deprivation or abuse, when the AC goes out they will look to see if the animals are properly cared for, not if they are properly loved which is very sad indeed. If you have called AC and they have not seen to it that conditions were corrected,ie, cleanliness, shelter, food and water, try finding a humane enforcement agency in your state (these are separate from AC agencies). Alot of times they have a little more authority, a little more time, and the ability and desire to act. Oh, and all of these agencies will usually take anonymous complaints.
