Thats crazy! Whoever pronounced him dead didn't listen long enough would be my guess.
When your euthanizing animals, I've always been taught to err on the side of caution. You're giving an overdose already, so you might as well give well over then amount you'll 'need'. I'd rather give them enough to kill them twice then give them just enough to send them into a seizure. Not a time to pinch pennies, IMO.

There was a similar story in my hometown, St. Louis, a few years ago. A young stray survived a mass gassing at the local pound. The dog, named Quentin, became the subject of a book by one of my heroes, Randy Grimm, the founder of St. Louis Stray Rescue--an amazing organization that humanely captures, rehabs and rehomes thousands of stray/feral every year that roam the worst parts of St. Louis and East St. Louis.
Partly as a result of Quentin's story, St. Louis did away with gassing--and eventually eliminated the "pound" altogether. Now all strays and abandoned animals in the city are part of Randy's no-kill program. He's got a network of hundreds of foster families that take in these dogs (and often litters of pups born on the street) and amazingly turn them into wonderful, grateful family pets.
Sulpher is a really small town, (Chickasaw RA is one of my favorite places, too), but they should have a working stethoscope and employees that aren't deaf and/or stupid anyway.
I talked to my husband about this, he was actually surprised they were using drugs to do this now, apparently at least as recently as the late 90s they just took the dogs out back with a 22.
