I'm not experienced in the Raw-Kibble transition- I'm not sure many people make that switch honestly.
1 1/2 cups does not seem like a whole lot for a growing pup- but it all depends on the size of the pup, and calorie concentration of the food. (it's been a LONG time since I've had a pup- I honestly don't remember how much they eat)
If the pup was weaned onto raw, you may be in for a hard time trying to convince him/her to eat the dry crunchy gross cardboard stuff. I realize you're probably putting the raw beef on top of the kibble to entice your pup to eat, but it's really not advisable to feed both raw and kibble in the same meal. They digest at different rates, and are not really compatible in the digestive track.
Why do you prefer kibble over a balanced raw diet? I feed kibble as well, but if I had the freezer space currently, I'd switch to raw in a heartbeat.
Just a heads up- it's the weekend, and lots of folks are out training, and won't be posting a whole lot. Hang in there- you'll get some good advice.

How does your puppy feel and look? Do you have a scale so you know how his weight is actually moving?
A cup and a half is pretty light on orijen. (Which is a good kibble BTW) How many meals a day are you giving your pup? I would hope at least 3 but 4 would prob be even better.
How does he act around feeding time? Does he clean his dish? Does he eat then wander off distracted by something?
