Not sure of a cause but this might help a bit. make an infusion of camomile and use it for eye drops. All you do is steep a camomile (make sure it's pure camomile) tea bag in distilled water as if you're making yourself a cup of tea to relax. Let it cool and use an eye dropper to put a bit in each eye, Keep the extra refrigerated and use until gone or for no more than 4 days max. One advantage is you can't use too much and it is very soothing for the eye. The only possible down side would be if the dog happened to be allergic to camomile or something closely related.

You can put it either directly into the eye or around the outside.
The vet recommended it to me.
when you say little white accumulations..do you mean the gunk that gets into the corner of their eye or do you mean little white cysts along the eyelid rim?

Ordinary saline solution used for rinsing contact lenses can be used to rinse or flush dogs' eyes.
A baby wipe is also a good thing for wiping eye gunk.
Terramycin ophthalmic ointment can be bought without prescription. General purpose antibiotic for anything that looks like infection (redness or green discharge).
