Not so.
My dogs' files have "NO VAX" notices on them, but my dogs are seniors, and my decision is that they are finished with all but the required rabies.
Please do not confuse minimal vax with no vax.
The decision not to vax at all, for one thing (IMO) would never be made, or at least never without titer-testing, for a rescue whose history (health and vax) is unknown to me.
Here's a minimal-vax protocol from Jean Dodds that is the one I follow with my dogs:
