The only hydrotherapy I ever participated in was in vet school.
The patient was a pretty fat and very sweet basset hound named Moses. He had blown a disc and had disc surgery. Post op, Moses was unable to move his hind legs at all, or wag his tail. No bowel or bladder control, and he was a big guy, like a seal. Euthanasia was discussed. But he had "deep pain", meaning if you squeezed his toe with a hemostat, he would withdraw the foot a little, and seemed to feel it, maybe.
An OLD neurologist at the school said that if a dog had "deep pain" he would walk again. He was such a sweet dog! So a fellow student and I put Moses in the tub every day for a few weeks. Slowly, he started some small swimming motions. It about killed our backs! But, eventually he got better and was discharged with a very slow waddling gate. The owners were blown away, they had given up hope.
It was really fun and rewarding, a highlight of my vet school time.
Ambi is still having pain in what we (think) is her low back, her hips check out ok. There doesn't appear any degeneration in her back as far as we can tell, she also is not overtly lame, just still stretching alot, and slightly mopey. So rather than continue doing her daily 6 mile walk, we're going to cut that down, introduce the hydrotherapy and acupuncture. And hope it helps.
