Some people will wrap duct tape or similar around it to reinforce it. Obviously you don't want it too tight and the area needs to breathe but they just do a few wraps around the body of the dog where the dog can reach it the easiest.
I have had friends use T-Shirts and life jackets on dogs to keep them reaching stitches, so theoretically they should work for this, depending on the dog of course
I had a friends dog catch on fencing just inside his thigh. The cone was absolutely a catastrophe with him and he was going to do more harm than good with it on. So she tried putting his life jacket on (because it is stiff and keeps them from bending sideways at the waist) and it worked! He could lay down, eat, walk etc normally, but just could not bend to clean himself or get to the stitches.
I personally do not use diapers, with 5 intact females in the house we just do no furniture during heats and have Swiffer mops ready to clean up after them when they are moving about and provide towels for them to lay on otherwise. They go from the crate to towels inside and have free time in the secure yard outside. And of course, they don't cycle together (because that would just be TOO awesome) so I have about 4 months of dogs in heat at a time...yeah...
Flatter her, telling her how terrific she is when "dressed".
Do it for short periods of time, wearing "clothes" is like anything else, sort of a job, something they have to learn.
The drive to lick the vulva when fluids are emerging is pretty hard wired, a real instinct. Perhaps she will be a dog who keeps herself dry enough that the diaper is unnecessary.
