Potty Training Issue or Something Else?

I have a 4 month old puppy staying with me for a little while. His potty training is doing great when he is in his kennel. He has never had an accident in the kennel while here (a few weeks). He can hold it 4-5 hours during the day, and 6-7 hours throughout the night. However, the issue he is having is whenever he is out of his kennel, he will pee every 20-30 minutes. It does not matter if he is inside the house, outside in the yard, or on a walk. Why is he holding it so well in the kennel but not whenever he is out?

He probably doesn't want to mess where he sleeps.
Some dogs are naturally clean in their Kennel because they don't want to mess where they sleep or run.
If he's messing in the house it's not his fault because he hasn't really understood that he shouldn't.
NO reason he should be peeing in the house. Keep him tethered to you and take him out every 15-20 mins if you think he needs to or not.
Don't play with him until he's done the job then make a huge deal out of it with reward.
Basic puppy house training
Take him out when he wakes up, when he finishes eating, when he finishes playing.
Most of all, be consistent!

Thanks. Sounds like I'm on the right track.
I do keep him on leash whenever he is not in his kennel, and he does go pee every single time I take him outside, be it every 15 minutes or every hour.
Yesterday, I had him with me in the living room, and he did really good, he didn't pee at all, so he is learning.
I feel for his age he is doing fantastic, however, I fear if he doesn't stop this by Thursday, when his owner picks him up, she is going to re home him. I would hate to see that happen.

WOW, please forgive me if I sound Harsh, but who gets a little pup & then doesn't know how to succeed at Housebreaking, so they consider RE-HOMING it because of That ??? Makes me wonder IF this person really even WANTS a dog

I was wondering the same thing, Candi. Puppies at that age will have accidents, the onus is on the owner to be vigilant, and understand that it's their responsibility to follow the rules Bob set out, even then, accidents are going to happen occasionally.

I was going to say the same and bit my tongue. My Harry may be an butthead sometimes, but he is a baby, and we just work through it.
I started potty training with every 15-20 min, and out before and after meals, when waking or before putting him in the crate. At 4 1/2 months he knows when he comes out of the crate it is straight out the door.
Repetition works. So does praise. He likes low praise and a pat, excited praise makes him whine.

I agree with all of you. This owner only bought the puppy for the children, who in my opinion, are not old enough to take care of the puppy. When the owner brought the puppy to me they were beyond fed up. However, in their opinion, they have owned dogs in the past and know what they are doing, so it is all the puppy's fault.
The puppy really is a great boy and wants only to please. I had him out with me the other day for 1.5 hours before he got squirmy and needed to go outside to go potty, so he is learning. Hopefully, it will turn out for the best.
