Means a "level" bite, where the incisors (those small teeth in the front) meet on top of eachother. In a scissors bite the small teeth overlap with the top ones in front.
A dog can start out life with a scissors bite, and as he ages and the teeth wear, it can become a level bite. If you start out with a level bite, the teeth can wear to the point the front ones don't meet at all, even before he gets old.
Upper and lower jaws don't grow at the same rate, and in a pup the relative positions of teeth change as the jaw grows. Wear on the teeth keeps changing the bite for the rest of their life.
I'm not familiar with the breed standard you (or most importantly your pup's breeder) is aiming at. My personal preference is for a scissors bite in a young dog. Well, unless we're talking bully breeds... <img src="/ubbthreads/images/graemlins/wink.gif" alt="" />
