My neighbor has 3 dogs that they keep locked outside all day. Two APBT 6 month old puppies, and a 5 yr old Rott. The dogs will bark and growl agressively every time me and my pup walk by, so much so that I am nervous about my pup's safety.
I have taken the advice that Ed gives in his articles about carrying spray, but will that really do me any good if these 3 animals come after my pup and I? Is there any other way I can avoid a problem?
I won't even walk past their house anymore if I can avoid it.
They that can give up essential liberty to obtain temporary safety deserve neither.

Every time you walk by, and they growl and bark at you, and you go on about your business, you are reinforcing their behavior. They have learned that if they bark and growl at you, that you go away, so in their minds, they have chased you off and they know that it will work every time.
I'd carry OC spray, not just regular K-mart pepper spray (which is only 2%), but don't use it on them unless they are out of their yard. Though your neighbors are in the wrong for keeping the dogs the way they do, you can't just spray their dogs if they're in their own yard. OC spray should stop them if they are out and coming for your dog, but if they get ahold of your dog, it could ruin him for life.
If you can go another route, that would be the easiest thing to do. Have you tried talking to these neighbors about it? I know that is futile in many cases, but if something DID come up later, then you could say that you did try to resolve it.
