ok my pup is 12-13 weeks old now and his ball drive is coming (food is still higher) now then he prefers rags and tugs to ball on string so how much time should i devout to this aspect of training right now.
for the most part i am using food for the basic stuff sit down look chase me etc so just wondering how much time should i devot to ball and string and drive building

You say his ball drive is "coming".....what do you mean by that?
You want to stop when he as at his peak of his drive and wants to play more. Then put him away on a miss. Do short sessions 2-3 times a day if you can. The rags and tugs are good for bite development. Do you have any of Ed's videos? You would benefit from a few of them if you don't. 4 come to mind off the top of my head; Training Drive Focus and Grip with Bernhard Flinks, Bite Training Puppies, First steps of bite training, and Preparing you dog for the helper. I have all of these and they are excellent.
