The puppy I am planning on buying is 5 weeks old and his testicles haven't descended yet. I know it can take longer, but how likely is it that will actually descend?

My point is that it will vary but that most are down at 7 weeks and before 8. I have had litters with shy boys who had them at 8 weeks for the vet, but somehow managed to lose one when they went to their new home. They have always come back, so far.
Even pups who have them in the sac at 8-weeks are not home free. As the pup grows the length of the cord can cause one to be retained.
If you must have both in the sac, buy an adult. Pups are a crapshoot in many ways.
And like was already stated, at 5 weeks I would not be worried yet. I don't even start to feel for them till after 6.
