This is more common in Europe than here in North America. In fact, it might be hard to find a veternarian who will do it.
The advantages is that the hormones are still in place and this in itself can be very positive. The downside is that for females, they will still bleed. For males, they will still 'breed' but be shooting blanks (so to speak).
If there were aggression problems in the male and one was hoping neutering would help this, the vasectomy would not help with it. However, I believe the only aggression that nuetering actually solves is more dominance etc when a female is around in heat. True dog aggession (I believe) is at least is in part hereditary and neutering would not really help in this instance.
Females as well, can be real 'testy' when in heat with each other, so tubal ligation would not help this either.
Personally, IF you are a responsible person, then keeping your dog intact is just as favorable as these 2 options. It is possible to have intact dogs and never have an unwanted litter.
