I completely agree. Outing the dog from a distance allows the handler to maintain a safe distance from a suspect in the event that that individual still has some fight. It also minimizes the possibility that the dog in fight mode doesn't mistakenly chomp on his handler. It also allows the handler to maintain better environmental awareness, scanning for other threats or friendlies that may draw the dog's attention.
I also think that it may be much easier to train recalls with a dog who can be outted from a distance.

I so agree with you! My K9 partner and I are often frowned upon by "how easy" my dog comes of the bite when told to. While on the bite she will fight just as much as any of the others but she is very obedient and as you pointed out... the game is not over, which is a big factor.
It's frustrating to watch some trainers that will triangle the dog and choke him off on two prong collars until its eyes roll back in his head. The situation escalates with every training but they won't back off nor revert to the basics. The dog will be a huge liability while working the streets.
