When should I start recall training with my 11 week old puppy? 

I start recall training as soon as the puppy shows interest in rewards and interacting with me. It's usually the first behavior I work on although it's very informal and all done as a game to build value for coming when called.

I'd go ahead and start now, we have a recall specific video that goes through the steps in detail from puppy to finishing the recall with older dogs using the remote collar. You may not need the remote collar but I usually recommend it so you know how to handle the point when your puppy/adolescent dog decides to NOT come when you call. It's the most important behavior our dogs should know.
