Can I use an e-collar to teach the out while playing tug with my dog? 

I wouldn't use the e-collar to teach the out. I would teach it the way Michael Ellis does in the Tug video you have. There could be a lot of side effects but it's impossible to know what those would be for your dog.

Personally, I don't use the e-collar to teach things like this, I only use it after the dog is fluent in that behavior and ready to start working towards fading the leash.
