I looked at my pups papers to find his birthday and someone has written "173 pts" on the top of the page. Is there a point scoring system for German Shepherd pups? If so does a high score cost you more?
Can you tell us exactly what kind of "papers" you are referring to? Registration papers with AKC or another organization? Is this something given to you by his breeder? If so, I would ask the breeder what it means.
It is written on his certificate of pedigree which lists the last three bloodlines back. It is by United. It is a note next to his sex. It is written as 0173 PTS. Thanks.
United Kennel Club? Hand written or as part of the pedigree? Several of my guys are also registered with the UKC and nothing like that is on their papers.
Honestly, I cannot think of what it is - have you asked the person you got the dog/papers from? 173 pts could denote an obedience score or even a very very low schutzhund score. PTS could also mean something other than "points".
No, he is not a schutzhund. Oh well. Maybe it was just a score the seller assigned to figure pricing on the animal relative to their litter mates. Thanks anyway.
The mystery deepens. Can you tell us if these are AKC registration papers, registration papers from another organization, a multi-generation pedigree, or something else? Because an AKC registration number would have many more digits. And you did say this was handwritten, right? Hmmm.
eta: Oops, sorry. I read your earlier post again, and I see you referred to United, and that it was a three-generation pedigree. Of course, I don't know where you're from, so I don't know if you're referring to United Kennel Club or something outside of the USA or what. Anyway, I guess it's not important. You just have me curious, too.

Is the pup tatooed? I know some tatooing systems use 4 digits and the initials of the breeder or kennel.
Just found a "United All Breeds Registry" which uses a registration number resembling the one you posted. It's one of those registries that provide a pretty certificate but not much else. Typically used by either backyard breeders of unpapered dogs or puppy mill breeders kicked out of the AKC and UKC.
